Tutuban mall soon to rise in Mabiga

Mayor Marino Morales said the project is part of the P500-million stimulus package that will provide development of major public infrastructure in the town.

The 168 retail store, which is popular in Tutuban, Manila, will rise in Barangay Mabiga.

The retail store is expected to attract vendors from Central Luzon and Northern Luzon and will make Mabalacat town as the center of commercial activities in Pampanga, the mayor said.

He also bared plans to build a new bus terminal near the modern 168 building to allow consumers easy access to transportation.

Projects included in the P500-million loan package that will be sourced from the Development Bank of the Philippines (DBP) or the Land Bank of the Philippines are the three-storey 168 retail stores building, new Mabalacat Bus Terminal, five-storey Mabalacat Public Market, Triple A slaughterhouse, additional classrooms for public learning institutions, and lighting and beautification of the town.

Morales said the local government and the private and business sectors are supportive of the projects that will transform Mabalacat into a key economic player in Pampanga and in the entire country.

The town of Mabalacat, which is eyeing cityhood by 2013, covers Clark Freeport and the Clark International Airport.

“Only Mabalacat has an international airport, a Freeport, and it is linked to the modern SCTEx,” said Morales.

Morales said the 168 retail stores will be located in a 2,000-hectare area of Barangay Mabiga that is directly linked to the SCTEx and the North Luzon Expressway (NLEX).

“We are putting the new Mabalacat Bus Terminal in Barangay Mabiga to complement the development in the area,” said Morales.

The Hot Air Balloon Fiesta is always a magnet for foreign pilots who fly in from around the region. We had a couple of Cessna Citation Mustangs from Thailand, two piper Malibu turbo-props from Japan and Thailand and Cessnas, Pipers , Cirrus, Eclipse and Diamond Aircraft from Singapore, Malaysia, Japan and Sabah.

On the ground, we had a great line up of static aircraft, a section of our showground devoted to flying schools, a section for the military to display a wide range of hardware and numerous groups of hobbyists.

The Balloon Fiesta hopes to fuel the passion of flying to both the young and the old to help move the aviation industry forward. It also hopes to create jobs and business opportiunities to the country by promoting Tourism. The Fiesta hopes to instill discipline to the participating young pilots so that they maybe safe aviators for the country as well as impart the spirit of volunteerism to everyone to help his community and be a man for others thru aviation.

Yes, there are many people who are AGAINST RH BILL because of plain IGNORANCE. I will not explain RH BILL like what you see in other blogs. But I will try my best to simplify & summarize the RH BILL for everyone to simply understand it.

What is RH Bill?

1. SEX EDUCATION is required from grade five to fourth year high school.

Anti-RH BILL supporters say- It is the parents’ responsibility to teach their children about sex education.

I SAY- How can parents teach their children about SEX if they themselves are uneducated. Would you rather be taught about sex by your parents or a professional teacher? In a CLASS D & E society, would you trust the irresponsible parents to teach their children about sex? They can’t even teach them proper hygiene so how would they teach SEX in a very responsible way?

Even if the RH Bill was passed, the parents still have the right to decide whether to allow their child to take Sex Education. At least the government is giving them access to sex education.

2. CONTRACEPTIVES (PILLS , CONDOMS and IUDs)

Anti-RH say – Natural Family Planning is the only acceptable method in God’s Eyes.

I say- Religion is something debatable. Not all Filipinos are Catholic. Educate the people and let them be the one to decide which is moral or not.The Government through Barangays will not only educate the people but the Government will make sure the Contraceptives are available especially to the poor areas.

3. Although abortion is recognized as illegal and punishable by law, the bill states that, “the government shall ensure that all women needing care for post-abortion complications shall be treated and counseled in a humane, non-judgmental and compassionate manner.”

Anti- RH say – RH Bill promotes abortion.

I Say- the “right” use of Contraceptives will PREVENT abortion. “Sinners” , as how the church would call them, should not be condemned. They should be educated and helped so they wouldn’t repeat their mistake.

What pisses me the most is that Anti-RH insists the RH Bill promotes sex. Such hypocrites! Sex exists everywhere! That’s why we need to educate the youth about it. I receive lots of emails about girls being lied to by their boyfriends. Saying that condoms are not cool, not effective and not as fun and can even trigger AIDS/HIV just so they can have unprotected sex! One girl told me that she and her bf are doing the withdrawal method. The guy pulls out his penis from the vagina when he’s about to come. The problem is guys can ejaculate without them even knowing it. Pre-cum or pre-ejaculate is a clear fluid that comes out of male’s penis before they ejaculate. Although it is a small amount the girl can still get pregnant and contract STD’s (sexually transmitted disease) from it. That’s why the withdrawal method is NOT effective. Proper use of CONDOM can prevent STDs and unwanted pregnancy.

Lastly, we should all be alarmed by the increasing incidence of AIDS/HIV in our country. Research say there’s an estimated 11,000 undocumented and unreported HIV and AIDS cases in the country since 2008. The incidence of HIV and AIDS in the Philippines is hidden and growing. Now that’s pretty scary. Did you know that AIDS/HIV symptoms take years (even 10 years!) before they appear? So, if you had unprotected sex 9 years ago, it is still possible for you to have HIV/AIDS now. That’s why I encourage everyone to practice safe sex. Use condom! These facts can only be learned thru Sex Education and not through our parents alone. Only Sex Education experts can provide us with this kind of information. This is what I am fighting for- BE EDUCATED and LIVE FREE!

As I have said, there are more explanations regarding the scope of RH BILL. I don’t claim to be an expert on this. I want you to understand and embrace the RH BILL. Do some research and study the RH BIll. Don’t just believe the PRIESTS. RH Bill not solely the answer to POVERTY in our country. But this one helps a lot. So whether you are a celebrity, an Executive or an ordinary Citizen – it’s time to stand against what the Catholic Church is saying.

Prostitution in the Philippines

Prostitution is illegal. Women working in the bars have to be registered and are required to undergo frequent health checks. Recently, the government has announced measures to battle the country's child prostitution and sex tourist image.

Bar girls have to be at least 18, are issued ID tags as GRO’s (Guest Relations Officers – how creative!). They are required to have weekly health checkups for STDs and monthly be tested for HIV. Many of the bargirls/dancers wear their ID tags around their necks. A nice women cab driver in Manila, who used to live in Angeles, confirmed the health check requirements are both in Angeles and Manila.

Local cities enforce GRO laws differently and within a city payoffs may be common. One story claims Vixens in Pasay was closed after the 1998 elections when they refused to pay the new mayor P3million to stay open. They closed and a new owner reopened it as Axions. These political payoffs are just part of doing business as I later discuss based on newspaper articles I read while in Manila.

Barfines are technically illegal. Instead a bar may charge you 10 ladies drinks to compensate the bar for taking the girl for the evening. I was charged lady drink prices that ranged from about P125 ($US 3.29) to P265 ($US 6.99) depending on location. Often I had the company of an attractive young lady for an hour or more on one lady drink. The prices were the cheapest in Angeles with Makati being the most expensive.

The term barfine was used in the bars however when I was there in April 1999. In Angeles City I paid barfines of about P950 ($US25) and only bought one lady drink for the women I took out for the night. Some Angeles bars have much lower barfines.

The women in the bars can decide whether or not to be barfined by a customer. A barfine is a fine you pay to the bar for lost lady drink fees to allow the girl to leave the club early and spend the rest of the evening with you. Barfining a girl is for companionship and is not a payment for sex. Consenting adults certainly can share sexually, but that is not what the barfine is for.

Typically a small tip for her companionship the next morning is given to the girl as she leaves your room. The Angeles bargirl also gets about 50% of the barfine and 25-30% of lady drinks. In Manila the girl doesn’t get any of the barfine and you negotiate a separate companion fee, which typically ranges from about P1000 ($26) in Pasay to a high P3000 ($US 79) in Makati.

The popular Cotton Club in the EDSA Entertainment Complex in Pasay had a sign hung on the door "Closed by the mayor" From girls I talked to they said it was because they were caught charging barfines. But all the other clubs in the Complex do also. It was suggested perhaps Cotton Club didn’t pay off the officials enough.

In April 1997 there was a big crackdown by closing numerous nightclubs by the police. The crackdown was stimulated by numerous articles in the national newspapers about Internet Websites promoting Angeles City as a "Sex Capital" and some sites actually promoting "sex tours" to Angeles.

Local clubs in downtown Angeles that did not cater to foreign tourists were raided and closed in 1997. This was a maze of houses and brothels where young women, often under the required age 18, were often kept against their will.

As Kabayo in the asfo private E-mail list said: "This area is called 'The Area', and is only a bit cheaper than Santos Street, full of marginal girls of all ages, many young enough to put you away. They do not get health checkups, are unlicensed (so you cannot protest your arrest by saying that the gov't had approved their proof of age), and it is said to be unsafe for foreigners. I think it is all back to business as usual, except when the newspapers are on a crusade."

In the tourist area, such as along Fields Avenue, they shut down clubs found to be conducting lewd shows (nudity or sexual exposure), employing underage girls, or employing unlicensed Guest Relations Officers. The clubs now are careful not to expose those dirty sexy body parts that seems so offensive to certain people. Small bikinis were common.

The city Mayor, Edgardo Pamintuan, takes a realistic approach to cleaning up the image of Angeles City. He said the problem of sexual exploitation of women and children in Angeles City "must be taken within social and economic contexts, and to some degree, political. The lack of opportunities in other depressed areas in the country leads women to seek greener pastures in other urban areas such as Angeles." Pamintuan said. "Many of these opportunity seekers, for want of any other option, end up in the flesh trade."

As long as the nightclubs operate in compliance with the rules established by the Angeles City Mayor's Office and the ordinances of the Angeles City Council there has been no problem as far as I’ve been able to research.

The Disney Land for Men

Angeles City is a medium sized city located on a plain about a two to three hour drive North of the Capital City Manila. For the most part this city has very little to boast about in the way of land marks or historical value unless you count in the former Clark AB once run by the United States Air Force. But if you make your way to the area just outside of the old air base you will find a hustling, bustling hive of drunkenness and debauchery!

Most of the decadent activity is located along the areas of Perimeter Road and Fields Avenue. These two roads are lined with numerous gentlemens clubs, karaoke lounges, pubs and discos. On these streets a person of either sex and in some cases of either sexual orientation can find gratification. The beer flows like water. Prices for a beer can range as cheap as 50 cents to $1.50. I don't know about ya'll but there are not too many places you can go to in the U.S. and get a beer that cheap while watching beautiful women dance in seductive outfits.

Gentlemens Clubs
There are a great number to choose from of varying quality and style. Most of them have their Guest Relations Officers (GRO) or Tour Guides(TG) wear similar outfits while they are dancing on the stage. Most of the outfits are somewhat revealing without being outright trashy. Back in the days when the GI's were present most of the girls just wore swim suits.

When you go to one of these places a girl will have a seat with you and within a few minutes of conversation will ask for a ladies drink. Most of the ladies drinks usually run from 2-3 dollars. They are either soft drinks or juice and the girl usually gets half of the price as take home pay.

If the girl likes you and you like her then it is fairly easy to come to an agreement as to how much it will cost to pay the bar to get her to leave work early for the night. Technically it is considered prostitution but this is a way for the bar to recoup any loss that might be incurred as a result of the lady no longer dancing for the customers. Most Bar Fines run from $16 to $25 dollars a night.

Many of these girls are here because they have no other way of getting money for their families. Good paying jobs are a scarcity in this country and I have met a handful of girls who were college educated. Many times we hear the laments of Non Governmental Organizations NGO's that many of the girls were forced into prostitution here. That could not be further from the truth. Yes, there are a handful that have some pretty horrific stories about how they ended up working in Sin City but they are the exception and not the rule.

My last visit a year ago I found that the Tahitian Queen was my favorite. There are others called Cleopatra's, Lollipops, Private Dancer and La Bamba. I would say at last count their were about 30 of these bars scattered about. If you decide that you really like one of the girls and absolutely most take her out for the evening, wear a condom!!!

Pubs
Not a whole lot of these in the town yet but there are a great deal of British and Australian tourists here and one of their favorite hangouts and mine is Woody's. This is where a lot of the guys just hang out and pass the time without having to worry about GRO's bugging them for a ladies drink or date. The food here is good and the atmosphere is relaxing.

Discos
There are a couple of decent discos in the area but my favorite two are Sky Trax and Music Box. Sky Trax is located right on Fields Avenue and had a tail of the space shuttle in the front as it's sign. During the week it is not incredibly busy but on the weekends this place gets jam packed with the locals looking to unwind after a hard week of work. It is basically a sausage fest in here so if you are looking to meet women this is not the place.

If you want to have a good time with your lady or meet a lady who is not necessarily working in a club then this is the place to go. Quite a bit roomier and with a touch more class this is my favorite of the discos. It is located off of Fields Avenue. Just ask anyone around and they can point you in the right direction.

Karaoke Lounges
There are a few of these located along perimeter road. Not really frequented by the western tourists, these cater more to the locals and visiting Asian businessmen. I have not been to any of these in Angeles but I hear they are pretty classy and judging from their exteriors I would have to agree in most cases.

Restaurants
Most of the places to eat in this town are outstanding. My favorites are Kokomo's and Margarita Station both located on Fields Avenue. They have dishes that range from American to Philippine to Thai. There are also the old standby's like Mcdonalds if you miss the taste of home.

Real Tourism
Aside from the bar scene there are still a few things you can do for entertainment here. I personally use Angeles City as a jumping off point to visit other parts of the Philippines such as 100 islands, San Antonio, Baguio, Olongapo etc. I will go to a small town called Dau just North of Angeles City and catch a bus to whatever part of the Philippines I want to go to at the terminal here.

If you are not into traveling around the countryside and want to stick in the Angeles city area then you can go onto the old airbase and play at one of what they say are FIVE world class golf courses. There is "duty free" shopping for everyone in a number of places on the old base and some sights you can see. There are planes, ultralights, and skydiving that can be done on the base as well.

Conclusion
There are many things to do for all kinds of people here but if you are married this is one place you may want to skip if you cherish your vows! Now, at this point, some of you are probably asking why a married guy like me comes here. I have got a good excuse, I have a house and family there. Oh ya, the wet T-shirt contests. The ones that I have seen should be re-named the wet naked wriggling body contests. There is a hotel called Swagmans that has a fairly famous one each year where men from around the world come to see but there are many other smaller ones that are held throughout the year.

Who would have thought that Mount Pinatubo, which disrupted the lives and destroyed the livelihood of so many people, would be the same volcano that would help rebuild dreams from the rubble?

The 1991 Mt. Pinatubo eruption—touted as the second-largest volcanic eruption of the 20th century—devastated Central Luzon. Twenty years later, the majestic volcano served as an awe-inspiring experience to travelers and a source of income to locals.

The sun had not yet risen when the Lakbay Norte group headed to Barangay Sta. Juliana in Capas, Tarlac, where the 4 x4 jeeps were waiting. The adventure began with the 4 x4 ride on the lahar passageway. It felt like we were in an Indiana Jones movie, searching for treasure.

Crazy ride

When we were on our way to their so-called “skyway,” we were literally all shook up as we passed the rough and rocky sloping road. But when we reached the top, we were welcomed by the cool breeze and the breathtaking view of the Zambales ranges. The 4x4 jeeps then parked at the drop-off point. The group began trekking.

Along the way, I saw red boulders on top of the sulfuric soil, which were remnants of the volcanic eruption. The walk seemed to take an eternity. Thank God for the streams that cooled our tired feet.

We then saw a sign that told us that we were approaching our destination. It was the old drop-off point. The latter leg of the trek began there. According to the signage, young people can reach the destination in 15 minutes while the middle aged and senior citizens can finish the trek in 18 and 20 minutes, respectively.

After an hour and half, I saw the miracle of the deadly eruption—the turquoise lake waters surrounded by the majestic crater of Mt. Pinatubo.

The other world

To fully appreciate the grandeur of Mt. Pinatubo, we rented one of the six boats, which took eight of us to the other side of the crater. I thought we were in the Lord of the Rings’ Middle Earth as we approached the other side. It seemed otherworldly.

As the boat docked at the rocky shore, I saw smoke rising from the water. It signified that the water was hot. Naturally, I didn’t even try dipping in it. Since the depth of the water was unknown, swimming was discouraged. But some of my companions took a chance.

Our boatman willingly shared how grateful they were to the influx of travelers in the area. It was their source of income. Most of the foreign visitors were Koreans.

After twenty minutes, we headed back to the other side. We were hungry. Chocolate cup cake and water reenergized us.

We bade Pinatubo goodbye with a wacky jump shot at the view deck. The Pinatubo experience did not end with seeing its beauty. We even felt its volcanic ash.

Pampered by nature

The Pinatubo Spa Town in Brgy. Sta. Juliana in Capas gave us the chance to be “buried alive” through the volcanic ash spa.

At first, I was hesitant to be buried. But I lay down anyway and was quickly covered with hot ash from the neck down. I felt the heat emitted by the pugon, my back perspired and felt relaxed. It was a natural sauna. After a twenty-minute nap in the ash, I rose from the pit and was ushered to the mud pool.

At the mud pool, we were treated to a natural facial, composed of sulfur mud. The sulfur mudpack was cool on the face. After 15 minutes, the mud hardened. We then washed it off and gave a tightened and smooth skin. It was rejuvenating.

We capped off our experience with an hour of Thai and Shiatsu massage that relaxed our exhausted muscles. The therapists then gave each of us a glass of green tea after the session.

Climbing Mount Pinatubo was definitely worth the sweat. It’s proof that even catastrophes can be blessings in disguise.

The Clients Change But Sex Trade Remains

Fields Ave, the main pedestrian drag in Angeles City, is a legacy of the time when this row of run-down bars was the romping ground of restless young American airmen stationed at Clark Air Base.

The US base closed in 1992, and the often-randy airmen have gone with it. But the girls, the sex, the round-the-clock raunchiness remain. Only the customers have changed.At a club called Koko Yoko, balding men with bulging bellies sit at an outdoor bar, sipping beers and leering at the young girls who pass on the model’s runway gone wrong called Fields Ave.

Many of the girls weigh barely more than 40 kilograms, their high heels pushing their almost adolescent bodies at perverse angles. There are cross-dressers fooling no one, calling out to men with tattoos, Popeye forearms and gray hair on their backs.

Some men pass by with girls one-third their age, swinging their hands together like a couple on a first date. Others cavort with three girls at once, the women all clutching their client like daughters competing for Daddy’s attention.A thriving sex-tourism trade attracts foreign customers by the thousands in search of something they cannot find back home: girls young enough to be their granddaughters selling sex for the price of a burger and fries.

Most are bused up from Manila, an hour away, on golf and sex package deals. This is no quasi-innocent boys’ night out. Rather, it’s a single-minded realm of weary-looking loners on a resolute hunt that smacks of feeding an addiction.

Many are ex-military men reliving former glories, Peter Fonda and Dennis Hopper wannabes, some gathering at the local American Legion post before embarking into the night.

There is a one-armed man, a retiree with a walker and another dapper gentleman who strolls along in a dress shirt, twirling an umbrella, whistling a private tune.

Many head to the bars with the red-light special called “The Early-Release”: Buy your girl 10 drinks and she’s yours, no questions asked.

Nobody asks questions here. Nobody gives a name. Credit cards are a joke; who wants to leave behind any economic traces that they ever set foot here?

A young dancer in tight red hip-hugger pants and matching sports bra acknowledges that Fields Ave may not be pretty, but the money is good.

She rolls her eyes at two overweight men who pass by looking like large reptiles dressed in children’s clothing.

Sure, the sex is disgusting, she says. But at least it’s over quickly.

Outside Koko Yoko, the doorman, a 33-year-old paraplegic, perches on a wheeled wooden pallet. He says his father was an American who once served at Clark, his mother a local girl. He contracted polio when he was 11 and has worked here ever since. The street, he says, takes care of him.

Nearby, a saggy-faced Australian lights a cigarette. He’s been in Angeles City for about a month, his last stop on a sex circuit from Bangkok, Thailand, to Manila after getting laid off from his electrician’s job in Sydney.

In Thailand, he says, the girls didn’t speak the language. Manila hookers were too streetwise, the bars too spread out.

But this is Easy Street. He can sit atop his bar stool and ogle hundreds of passing girls fresh from the countryside who perfect the tricks of their trade before moving on to The Show in Manila.

The Australian signals a street vendor and buys some knockoff Viagra. He says he prefers the girls working one street over, who cost only 500 pesos, or about $10, apiece.

“Anything goes here,” he says, lighting another cigarette. He leans over to offer a bit of Fields Ave inside information: “You can get a young girl here to do anything if you promise to marry her.”

All along Fields Ave, the come-on banners with their Web addresses advertise good pay (up to $10 a day) for hostess jobs. But applicants must speak Korean, Japanese or Chinese.

A balding man pulls up on his motorcycle, greeting several other men loudly in German. They already have their catch, and girls jump on the back as the cycles roar off.

At the Tourist Assistance Booth, Odysius Garche says the older customers are better behaved than the US airmen were. “I just tell them, ‘The girls are inside. Go make you own deal.’ ”

Nearby, a chubby American with glasses eats a hot dog. He says he’s a bar manager but offers no details.

He came to Angeles City from California, to follow up on a chat-room hookup. He ended up on Fields Ave, drinking late with the dancers, hearing their stories.

“This is clean fun,” he says. “There’s no sex shows. These girls are not slaves. They have minds of their own.”

Behind him, women call out from the doors of bars with names like the Doll House, Club Lancelot, Treasure Island, Club Cambodia, the Blue Nile and the Amsterdam.

Suddenly, a group of 20-something men storms past, laughing and arm-punching. The news spreads and girls pop their heads out the doorways to catch a glimpse of boys their own age.

One calls after them with a deal she hopes they can’t refuse:

“Free!” she says, laughing.

Historic Sites around Balibago

Bale Herencia

was built in 1860 and is situated in Lakandula Street corner Santo Rosario Street. It is a picturesque house with the unsavory reputation of having been built for the mistress of a parish priest. The current owners now use it as a banquet hall.

Bayanihan Park

(formerly Astro Park) is now home to a year-round mini-amusement park and it is an ideal spot for sports and recreational activities having basketball and volleyball courts and huge space for jogging and other recreational activities. This is where the famous and historical "Salakot Arch" is now located.

Camalig

was built in 1840 by Don Ciriaco de Miranda, the first gobernadorcillo of Angeles, and was used as a grain storehouse along Santo Rosario Street. It was restored in 1980 by Armando L. Nepomuceno and is now the site of Armando's Pizza and Camalig Restaurant.

Fort Stotsenburg

is named after Colonel John M. Stotsenburg, a captain of the 6th U.S. Cavalry, was the location of the permanent quarters of the American forces in Sapang Bato, Angeles. It is also known as the "Parade Ground," which served as a venue for many important celebrations by the Americans before the Philippine-American Military Bases Agreement ended in 1991.

Founders' Residence (Bale Matua)

is located at the heart of Santo Rosario, is the oldest building in the city. It was built in 1824 by the city founder, Don Ángel Pantaleón de Miranda, and his wife, Dona Rosalia de Jesus, and was inherited by their only daughter, Dona Juana de Miranda de Henson. This house, which is made of high stone and an ornate gate, nostalgically symbolizes the glorious past of Angeles amidst the overwhelming onslaughts of modernization.

Holy Family Academy Building

was once a convent and was served as a military hospital of the U.S. Army in 1900. It was later used as troop barracks, officers' quarters and arsenal by the Japanese Imperial Military Forces in 1942.

Holy Rosary Church (Santo Rosario Church)

was constructed from 1877 to 1896 by the "Polo y Servicio" labor system, a kind of forced labor imposed on Filipino peasants by the Spanish colonial government. It was used as a military hospital by the U.S. Army from August 1899 to December 1900. Its backyard was the execution ground to the Spanish forces in shooting down Filipino rebels and suspects.

Juan D. Nepomuceno's Center

for Kapampangan Studies houses a library, museum of archives and gallery, research center and theater, put up by the Holy Angel University in 2002 to preserve, study and promote Kapampangan history and culture.

Lily Hill

was a strategic observation post for monitoring Japanese movement in World War II. Remains of Japanese aircraft were found here at the end of the war. Along this hill can now be found Lily Hill Duty Free Store.

Old Pamintuan Residence

was served as the seat of government of the First Philippine Republic under General Emilio Aguinaldo from May to July 1899 and the Central Headquarter for Major General Arthur MacArthur, Jr., the father of General Douglas MacArthur. It now houses the Central Bank of the Philippines in Central Luzon.

Post Office Building (Deposito)

is a building that was constructed in 1899 for the purpose of depositing religious statues and carriages of the Catholic Church, hence the name Deposito. It was also used as the headquarter of the 11th Film Exchange U.S. Army from 1946 to 1947 and was then used as a jailhouse for recalcitrant U.S. troops during the Philippine-American War. On February 6, 1967, the Angeles City Post Office moved to this building. It is now the site of Angeles Physical Therapy Rehabilitation Center.

Salakot Arch

is a landmark of Angeles City. From 1902 to 1979, Clark remained a U.S. territory, guaranteed by the Military Bases Agreement in 1947. In 1978, the Philippines, under the dispensation of the former President Ferdinand Marcos, and the U.S. finally agreed to establish Philippine sovereignty over the U.S. bases and thus the Clark Air Base Command (CABCOM) of the Armed Forces of the Philippines came into being, following the signing of a revised Military Bases Agreement on January 7, 1979. To commemorate this unprecendented and bold event, the government constructed a special structure based upon the design of a salakot or native hat, which soon became a widely recognized symbol of this renewed Filipino spirit from the long and archaic tradition of Philippine-American relations and the weaning away from it. Angeles will soon see and realize its full potential as a dynamic might on its own without the American base after the onslaught of Pinatubo volcano.

At a club called Koko Yoko, balding men with bulging bellies sit at an outdoor bar, sipping beers and leering at the young girls who pass on the model's runway gone wrong called Fields Avenue.

Many of the girls weigh barely 90 pounds, their high heels pushing their almost adolescent bodies at perverse angles. There are cross-dressers fooling no one, calling out to men with tattoos, Popeye forearms and gray hair on their backs.

"Lady boy!" they squeal. "Lady boy!"

Some men pass by with girls one-third their age, swinging their hands together like a couple on a first date. Others cavort with three girls at once, the women all clutching their client like daughters competing for Daddy's attention.

Fields Avenue, the main pedestrian drag in Angeles City, is a legacy of the time when this row of run-down bars was the romping ground of restless young American airmen stationed at Clark Air Base.

The U.S. base closed in 1992, and the often-randy airmen have gone with it. But the girls, the sex, the round-the-clock raunchiness remain. Only the customers have changed.

A thriving sex tourism trade attracts foreign customers by the thousands in search of something they cannot find back home: girls young enough to be their granddaughters selling sex for the price of a burger and fries.

Once populated by virile men in their early 20s who started each day with 100 push-ups, the place is now home to older men who need help pushing themselves out of bed in the morning.

Most are bused up from Manila, an hour away, on golf and sex package deals. This is no quasi-innocent boys' night out. Rather, it's a single-minded realm of weary-looking loners on a resolute hunt that smacks of feeding an addiction.

Many are ex-military men reliving former glories, Peter Fonda and Dennis Hopper wannabes, some gathering at the local American Legion post before embarking into the night.

There is a one-armed man, a retiree with a walker and another dapper gentleman who strolls along in a dress shirt, twirling an umbrella, whistling a private tune.

Many head to the bars with the red-light special called "The Early-Release": Buy your girl 10 drinks and she's yours, no questions asked.

Nobody asks questions here. Nobody gives their name. Credit cards are a joke; who wants to leave behind any economic traces that they ever set foot here?

A young dancer in tight red hip-hugger pants and matching sports bra acknowledges that Fields Avenue may not be pretty, but the money is good. She rolls her eyes at two overweight men who pass by looking like large reptiles dressed in children's clothing.

Sure, the sex is disgusting, she says. But at least it's over quickly.

Outside Koko Yoko, the doorman, a 33-year-old paraplegic, perches on a wheeled wooden pallet. He says his father was an American who once served at Clark, his mother a local girl. He contracted polio when he was 11 and has worked here ever since.

The street, he says, takes care of him. Soon, an idle stripper climbs onto his back, rubbing her crotch into the back of his neck.

Nearby a saggy-faced Australian lights a cigarette. He's been in Angeles City for about a month, his last stop on a sex circuit from Bangkok to Manila after getting laid off from his electrician's job in Sydney.

In Thailand, he says, the girls didn't speak the language. Manila hookers were too streetwise, the bars too spread out.

But this is Easy Street. He can sit atop his bar stool and ogle hundreds of passing girls fresh from the countryside who perfect the tricks of their trade before moving on to The Show in Manila.

The Senator

While walking down the street one day a senator is tragically hit by a truck and dies.
His soul arrives in heaven and is met by St. Peter at the entrance. "Welcome to heaven," says St. Peter. "Before you settle in, it seems there is a problem. We seldom see a high official around these parts, you see, so we're not sure what to do with you."

"No problem, just let me in," says the senator.

"Well, I'd like to, but I have orders from higher up. What we'll do is have you spend one day in hell and
one in heaven. Then you can choose where to spend eternity."

"Really, I've made up my mind. I want to be in heaven," says the senator.

"I'm sorry, but we have our rules."

And with that, St. Peter escorts him to the elevator and he goes down, down, down to hell. The doors open and he finds himself in the middle of a green golf course. In the distance is a clubhouse and standing in front of it are all his friends and other politicians who had worked with him.

Everyone is very happy and in evening dress. They run to greet him, shake his hand, and reminisce about the good times they had while getting rich at the expense of the people.

They play a friendly game of golf and then dine on lobster, caviar and champagne.

Also present is the devil, who really is a very friendly guy who is having a good time dancing and telling jokes.

They are all having such a good time that before the senator realizes it, it is time to go.

Everyone gives him a hearty farewell and waves while the elevator rises...

The elevator goes up, up, up and the door reopens in heaven where St. Peter is waiting for him, "Now it's time to visit heaven."

So, 24 hours pass with the senator joining a group of contented souls moving from cloud to cloud, playing the harp and singing. They have a good time and, before he realizes it, the 24 hours have gone by and St. Peter returns.

"Well, then, you've spent a day in hell and another in heaven. Now choose your eternity."

The senator reflects for a minute, then he answers: "Well, I would never have said it before, I mean heaven has been delightful, but I think I would be better off in hell."

So St. Peter escorts him to the elevator and he goes down, down, down to hell.

Now the doors of the elevator open and he's in the middle of a barren land covered with waste and garbage.
He sees all his friends, dressed in rags, picking up the trash and putting it in black bags as more trash falls from above.

The devil comes over to him and puts his arm around his shoulders. "I don't understand," stammers the senator. "Yesterday I was here and there was a golf course and clubhouse, and we ate lobster and caviar, drank champagne, and danced and had a great time. Now there's just a wasteland full of garbage and my friends look miserable. What happened?"

The devil smiles at him and says, "Yesterday we were campaigning

...... Today, you voted."

'Poison letters' vs mayor Blueboy Nepomuceno

Supporters of Mayor Francis "Blueboy" Nepomuceno on Monday discovered and apprehended an estimated 150,000 anonymous "poison letters" allegedly worth P1.5 million at Angeles City Post Office.

City Administrator Mark Allen Sison told Sun.Star Pampanga in an exclusive interview that they received a tip from a concerned employee of the post office Sunday afternoon, alerting them of the arrival of boxes containing letters with no return addresses.

The tipster said the letters contained materials against Nepomuceno.
All letters contained what was described as "libelous and derogatory materials' against the city mayor and his administration.

"As soon as we received the tip, we waited in front of the Angeles City Post Office and waited for the assistance of the post office staff. Here, we found hundreds of letters all addressed to registered voters of Angeles City. We contacted some of the supposed letter receivers and asked them if they could open their letters, and to our shock the contents of the letters were indeed very disturbing," Sison said. Sison said that known Nepomuceno supporters were not included among the recipients of the letters.Arnel Avenir of the Angeles City Post Office said the letters arrived last Thursday in boxes and were already pre-stamped. The letters were supposed to be delivered Monday afternoon. "I was here since the last 2007 elections and this is the first time that we have encountered such situation," Avenir said, stressing that he has ordered non-delivery of the letters as investigations are being conducted by their office and the Philippine National Police.

Condemnation
Imelda Lansangan, 26, and a resident of Barangay Virgen De Los Remedios here, said she was shocked upon opening the anonymous letter. She was one of the supposed recipients who rushed to the Angeles City Post Office.

"I was shocked to see the letters. They are, in my opinion, harmful and can cause bad publicity for the mayor," Lansangan said. She said the letters are clear examples of dirty political tactics. Lansangan was pertaining to the contents of the poison letters. Each letter envelope contained two statements, one attributed to the Concerned Citizens of Angeles City (CCAC) and the other to Nagkakaisang Mamamayan ng Angeles City (NMAC).

Both organizations, however, are fictitious, according to the City Hall. The letters alleged of corruption, mismanagement and criticized the much ballyhooed Angeles City Sports Stadium started by the Nepomuceno administration late last year. The letters also showed caricatures of Nepomuceno posing with a background of money and material possessions. Sison said the issues raised in the letters are "fictitious, concocted and malicious."

He also said some of the issues in the letters have already been answered by Nepomuceno in previous interviews with the media. The letters were brought to the Philippine Postal Corporation Regional Office in the City of San Fernando. PhilPost Regional Director Love Joy Matias told Sun.Star Pampanga that the letters would at least cost some P1.5 million along with the stamp, envelope and printing cost of the materials.
Matias said the PhilPost has a strict regulation on illegal materials such as libelous letters and being sent through snail mail. Such materials, he said, should not be sent through mail.

He admitted that such campaign propaganda is allowed by the postal service agency so long as requirements like stamps and addresses, both sender and return, are complied with.

"This is even in the Constitution. We are not allowed to even peek at an envelope's contents. That is why I asked the city administrator how they were able to detect the contents," Matias said.

Matias has ordered holding of the letters at the Angeles City Post Office. He is set to issue an alert among all post offices in the region on suspicious bulk letters from anonymous senders that are used for political propaganda.

"With this case, I have referred it to our Legal Office in Manila for proper disposition and pending the complaint the party of Mayor Nepomuceno would file," he said.

Suspects
Sison said they already have a suspect in mind but refused to name the person on record.
He said they are definite the letters are politically-motivated and are supposed to derail the reelection bid of Nepomuceno this May 10.

"We know who ordered this. We have defeated them in the past and we know how their mind works. They have been faring poorly at the surveys and are desperate to ruin the popularity of the mayor," Sison said.
He said there are only two other rivals for the mayoralty post and it would be easy to establish connection of the poison letters.

Sison said they are prepared to file legal action after the conclusion of the investigations.
Despite the black propaganda, Nepomuceno remains strong in the mayoralty race, he added.
"The more they discredit the mayor, the more he is endeared in the hearts of the people. He will surely come out victorious in the May 10 elections," Sison added.

History of Holy Angel University

In June 1933, Holy Angel Academy (HAA) opened its door to a modest group of 78 students in the Holy Rosary Parish Convent. It was initiated through the joint efforts of the late Don Juan D. Nepomuceno, a known philanthropist/prominent businessman and Fr. Pedro P. Santos, then parish priest of the town of Angeles and later Archbishop of Nueva Caceres. It’s primary purpose was to offer Catholic education in the secondary level, which the founder felt as the need of the community at that time. It was organized as a non-stock, non-profit corporation oriented toward service to the community.

The founders employed the able leadership of Ricardo V. Flores, an energetic educator from Pagsanjan, Laguna. Consequently, the Holy Angel Academy became the first Catholic coeducational high school run by laypersons with a first Friday devotion to the Sacred Heart of Jesus. By 1940, HAA moved to the Main building from the Parish Convent.

When the war broke out, classes were suspended and resumed only in 1945. By 1947, the High School Department has attained government recognition.

To provide educational opportunities for working students, the evening sessions in high school was offered in 1948. A tertiary department with the College of Commerce, Junior Normal College and Liberal Arts was also begun operating in 1948 for those who cannot afford to study to Manila.

In 1960, acceding to public request, the elementary department was opened. In 1961, the one- and two-year Secretarial courses were opened. To pave the way for further educational expansion, the two-year pre-engineering course
was opened in 1962. In the ensuing years, this department was extended to offer complete courses in Civil, Electrical, Mechanical and Industrial Management Engineering.

From Academy to College

Considering what has been attained, in 1962 the school was permitted to become the Holy Angel College with Don Juan D. Nepomuceno as the first President.

Under his leadership and the able assistance of his son, Mr. Geromin G. Nepomuceno, the school experience a revitalized management that led to the adoption of the fiscal policy, which opened new possibilities for further growth and expansion. The dream of making the school more responsive to the need of the community in particular and the nation in general began to assume reality.

In 1965, the Graduate School of education was opened primarily to foster professional growth among teachers in the community. This was followed by the opening of the Vocational/
Technical Department that offered courses in Industrial Electricity, Refrigeration and Air-conditioning, Radio Electronics, Automotive Mechanics, and Machine Shop Practice. This department was established in response to the nation’s Manpower Development Program.

From College to University

Realizing the significance of the unprecedented growth of the College, the administration decided to aim for university status, which it attained on December 4, 1981. Engr. Mamerto G. Nepomuceno was installed as first university president March 8, 1982. On the same occasion, Archbishop Oscar V. Cruz of the Archdiocese of San Fernando proclaimed Holy Angel University a Catholic university. University enrolment peaked at 27,000 in SY 1983-1984.

On August 12, 1985, Sister Josefina G. Nepomuceno of the Congregation of Missionary Benedictine Sisters of Tutzing was installed as Second President of Holy Angel University. Under this new leadership, the professional dimension of the University was pursued with greater vigor and its Catholic character given greater and renewed emphasis.

From 1985 to 1994, curricular offerings added were AB majors in Sociology and religious
Studies two year programs in Computer Science and theater Arts, Bachelor of Science in Accountancy, BSBA major in Small Business Management/ Entrepreneurship, BSED majors in Values Education, PE Health and Music and Library Science, BS in Electronics and Communications Engineering, and Associate courses in Computer Secretarial and Medical Secretarial. The Graduate School offerings were MA in Education major in College Teaching, English Teaching, Mathematics and Library Science, Master of Business Management.

The Center for Research and, Measurement, and Evaluation, the Institute of small-
Scale Industries and Enterprise Resources Center reflected the University’s thrust towards research and community service. After 33 years, the Grade School had its final graduation in April 1994 as a result of its phase-out.

Quest for Quality and Excellence

In April 1995, the programs in the college of Arts and Sciences, Business and Accountancy, Education, and Engineering attained FAAP second level (full) accreditation status through PAASCU. Thus, Holy Angel became the first and only university in Region 3 accredited by PAASCU.

In the same year, Sr. Josefina ended her 10-year term as president with Mrs. Bernadette M. Nepomuceno as successor. Her first year of administration saw reforms in structure as well as operations and new courses offerings: BSBA major in Hotel and Restaurant Management, BSSA in Computer Secretarial and Travel Management, and BS in Computer Science.

In 1997, the Laboratory Elementary School was established to meet the requirements of the College of Education for its teacher-training program.

On August 6, 1999, the programs in the four Colleges were reaccredited by PAASCU. The Electrical and Industrial Engineering programs were conferred Centers of Development Level II status by the Commission on Higher Education (CHED).

SY 2001-2002 saw the opening of new programs, namely Mater in Engineering Program, major in Electrical Engineering and Industrial Engineering, Doctor in Business Management, BSEd in Home Economics and BSEd in Computer Education followed through.

In August 2001, CHED listed the University as one of the top 52 tertiary educational institutions in the country effectively conferring on it a deregulated status.

For SY 2002-2003, the new offerings were AB Psychology, BS Computer Engineering, BS Information Technology, BS Information Technology, BS Information Management, and BSEd Physical Education with specialization in Golf Sports.

In 2002, the University also hosted the First International Conference on Kapampangan Studies and established the Juan D. Nepomuceno Center for Kapampangan Studies to preserve study and promote Kapampangan cultural and historical heritage.

In 2003, the University revisited its vision and mission. It focused on excellence, community linkages and promotion of local history and culture. It also rededicated its commitment to accessible quality education. Responding to popular demand, it offered Nursing, Architecture, Computer Engineering, Psychology, Sociology, Information Technology, and Library Science. It also initiated sweeping improvement in physical plant, namely Mamerto G. Nepomuceno Hall, Angel Buildings: St. Gabriel and St. Raphael, the Chapel of the Holy Guardian Angel, Café Juan, and JDN annex.

CHED further elevated the University to autonomous status thus acknowledging its academic leadership in Region III in 2003. in May 2005, PAASCU conferred the reaccredited status on the programs of the four colleges. Hospitality Management was given one year to prepare for its formal survey.

In December 2005, Accountancy, Arts and Sciences, Business Administration, Education, and Mechanical Engineering attained Level III accreditation making Holy Angel University one of the few schools that has attained this status. Electronics and Communications Engineering maintained its Level II reaccredited status.

In May 2006, PAASCU conferred Level I accredited status on the High School Program. The Graduate programs, namely Masters in Business Management and Master of Arts in education had the preliminary survey on September 1-2. In October, Hospitality Management achieved its Level I status.

On August 12, 2006, Dr. Arlyn S. Villanueva took the helm from Mrs. Nepomuceno in leading the University to its diamond jubilee in 2008. She vows to keep the founder’s dream aflame: Holy Angel University as the best higher education in Central Luzon anchored on the three E’s: Evangelization, Excellence, and Economy.

A CLOSER LOOK AT THE PHILIPPINES' SEX INDUSTRY

Prostitution in the Philippines is not just a festering moral problem, but is now a grave social crisis which might spiral out of control with far-reaching health, criminal and other negative repercussions if unchecked. As our politicos thoughtlessly imperil our economic development with their massive corruption and vicious wars, more and more impoverished young people are falling prey to the dangerous lure of the sex-for-pay trade and possible exploitation by criminals.

Prostituted persons, according to a 1998 International Labor Organization study in 1998, numbered about 400,000 to 500,000. Most of them were adult women, but there were also male, transvestite and child prostitutes, both girls and boys. The number of child prostitutes then was estimated to be around 75,000. Child prostitutes often live perilously and are exploited by crime gangs, pimps and even drug pushers. That 1998 study quoted a former labor undersecretary, Rene Ofreneo, who revealed that the number of prostituted persons in the Philippines was then actually about the size of the country's manufacturing workforce. With the weakening of the Philippine economy in recent years, how much have these numbers increased?

In 1998, a study claimed that 150,000 Filipino women were trafficked into prostitution in Japan. It is tragic that this was allowed to happen, even as the modern-day Japanese government has refused to officially pay reparations to the estimated 80,000 to 200,000 so-called "comfort women" who were kidnapped and sexually exploited by Japanese soldiers' during World War II from Korea, the Philippines, Indonesia, China and Malaysia.

The Philippines ranked fourth among nine nations with the most number of children trafficked for prostitution, according to a report by the Consortium Against Trafficking of Children and Women for Sexual Exploitation (Catch-Wise). The Catch-Wise report was presented this year during the international conference on sexual exploitations and it stated that the Philippines is not only the source of 60,000 to 100,000 children for prostitution, but we are now also a transit and destination country for internationally trafficked persons.

Data provided by the International Labor Organization also showed that two to 14 percent of the gross domestic product of Indonesia, Malaysia, the Philippines and Thailand comes from sex tourism.
Instead of addressing the huge social injustice and other problems of widespread prostitution, or safeguarding the rights and welfare of less fortunate citizens, it is tragic that not a few of our politicians, police or military officers have a dubious track record of sexually exploiting or assaulting girls.

Who was that politician who tried to molest or insult a sexy starlet? Rep. Romeo Jalosjos raped a 12-year-old girl. Bian Mayor Bayani Alonte was accused of raping a 16-year-old girl. Former Quezon Rep. Manolet Lavides was involved in the prostituting of four high school students from Novaliches High School. Angeles City Mayor Edgardo Pamintuan was involved in the case of a 16-year-old model being prostituted by talent manager Jojo Veloso.

Past reports recorded that five policemen in San Fabian, Pangasinan were accused of raping an 11-year-old girl inside police barracks, while four policemen on duty were implicated in the rape of a 17-year-old girl inside the police station in Luneta. SPO2 Roel Waga and police investigator in Barangay Puerto, Cagayan de Oro City was involved in the sexual harassment of a 13-year-old girl.

Last Oct. 5, which was "International Day of No Prostitution," this writer researched and went to a huge palatial "spa" in the south of the metropolis to seek out an exclusive interview with a prostitute. After choosing a "masseuse" from an "aquarium" of girls seated inside a well-lit room with a one-way mirror separating them from customers, I paid the afternoon "promo" room rate of P2,000. The regular night room rate is P2,500.
"Anna," in her early 20s, was at first ill at ease when I said I only needed to interview her for a research study. I never mentioned that it was for a newspaper column, but I told her I wouldn�t mention her name and would obscure some facts. She only relaxed and laughed when I assured her I�d pay her usual fee. This was the first time that I had to pay for an interview. Here are excerpts:

PHILIPPINE STAR: In your own assessment, has the number of prostitutes in the Philippines increased or decreased? Why?

ANNA: Of course, the number of prostitutes has increased by threefold. Here in our establishment, many girls coming here every day to apply for work. Times are hard. You know, the government of Japan even stopped the entry of Filipina entertainers there, so lots of women are jobless and end up as prostitutes. I'm not ashamed of my work, at least I'm not stealing.

Have you worked in Japan, too?
Yes, I used to work in Japan. I was there only six months. We enter as entertainers, but most of us have to earn through prostitution. I worked in Nagoya, that's four hours away from Tokyo.

How was it like working in Japan?
Except for the high pay, I didn't like it much. It was boring. The roads are too quiet, unlike our noisy streets in Metro Manila.

Did your Japanese clients mistreat you?
There were good and bad customers, but in general, the Japanese were OK.

What did you do with your earnings from Japan?
I have some savings. I know the dangers of giving all earnings to relatives. I'm just a simple girl, not very intelligent, but I'm not dumb either. I'm not like other girls who give all their money to family members who do not work. My relatives don't know I have a time deposit account. On men who are bums, I know of two girls who work here in this spa, they have live-in guys who just stay in their homes and are jobless.

Do you have a boyfriend? What is his work?
I used to have a boyfriend. He was my neighbor. He's now working for a band in Japan. I don't know if we'll get back together. I don't know if it's a good idea to have a boyfriend, especially with my kind of work. I'm still helping out my siblings in their schooling, but they don't know I work here.

Why did you enter prostitution?
For the money, of course. If you're poor, you have few choices in life. People go into prostitution due to poverty.

Why do you think the Philippines has become such a poor nation?
I'm not an intelligent person, I didn't go to college. But isn't it obvious that too much corruption by our politicians is one big reason why the Philippines is economically so poor? I think our many corrupt leaders are terrible hypocrite. At least prostitutes like me are not hypocrites; we are trying to work honestly.

Are you in favor of deposing the present government?
We should do more than just change political leaders. We keep changing the politicians, but all of them just end up stealing. Most of our political leaders are thieves. You know, I might be a prostitute and am looked down upon by society, but I think I have a more honorable job than our politicians who steal and make the country poor. We prostitutes work hard for our money. We do not steal.

Do you have any suggestions on how to solve the massive corruption by our politicians?
That's very easy. Increase the punishment for corruption and be sure to jail the powerful big shots in politics. If we are serious about fighting corruption, show us the highest punishment for these corrupt people. But I doubt they are really serious about this.

Where are you from? How long have you been working here?
I was born in a province in northern Luzon. I am the eldest of seven kids from a poor family. I was a child when our father left us. I've been here only three months. I studied only up to high school. I used to work as a saleslady in a department store. I wanted to become a nurse but I guess it's impossible now.

How many hours do you work here?
I work eight hours daily. Yes, management told us that if we are studying, they can adjust our work hours to even four hours daily.

You will not always be young and I don't think you want to be working here forever. You can save and study to be a caregiver. Look at movie stars, they are not always popular, and if they don�t plan the future, they suffer.
I agree. Yes, I will study to become a caregiver. I hear it's easier to enter Japan as a caregiver now than an entertainer. I wish all my customers are as nice as you. Are you sure you don't want even just a massage?

Groundbreaking Ceremonies of the Angeles City Sports Stadium

Mayor Francis “Blueboy” Nepomuceno will lead groundbreaking ceremonies of the Angeles City Sports Stadium on February 22 to coincide with the opening of the Central Luzon Regional Athletic Association (CLRAA) Meet to be hosted by this city.

City Administrator Mark Allen Sison said that the ground breaking will help foster better sports programs and activities. The sports complex facility will be located along Barangay Mining here. The facility would include swimming pools, courts for basketball, volleyball and structures to house sporting events.
The project, which is expected to be financed through a multi-million peso loan from the Veterans Bank of the Philippines, was opposed by many Nepomuceno critics. But Nepomuceno and Sison said that like other needs of the city in terms of health, livelihood and poverty alleviation, sports should also be given the same priority.

“The services we give to our people will not, in anyway, be affected by the establishment of the sports facility. This is merely a part of the well-rounded governance of Mayor Nepomuceno,” Sison said.
The groundbreaking will be attended by local government officials, Angeles City athletes and CLRAA officials.
Sison said that the project, once realized, will also be an income generating facility for the city as it will be able to host sporting events and social functions of the city and other groups.

“The facility will also serve as the training ground of many of our athletes in order that we can develop more students to become competent athletes. We can now also strengthen the sports program of the city to include out-of-school youths that could be admitted through the sports programs,” he said.

Mayor Nepomuceno, for his part, said that the facility will also serve as a focal point to develop the western lands of the city; Nepomuceno said that the facility would be able to generate both human traffic and local tourism through hosting of national and regional sporting competitions.

“We would like to be known also as a city that has a deep love for sports. We want to see boxing competitions held here and our residents in the city to take advantage of the facilities of the soon-to-rise facility,” Nepomuceno said.

Nepomuceno said that Angeles City aims to rival Tarlac City in hosting even the Palarong Pambansa once the facility is completed here.

“This impact project will be a legacy that Angeles City would be able to benefit from for a very long time,” Nepomuceno said.

Another priest, Fr. Cris Cadiang is seeking political office as vice mayor of the city, pairing up with a former cop known for operating girlie bars.

Fr. Cris Cadiang claimed he has already “resigned” from his priestly duties since 2003 to prepare for his bid to run as vice mayor of Angeles City in the May 2010 elections.

The 48-year-old Cadiang will run in tandem with Tony Mamac, a retired police officer and owner of the locally famous “Club Fairway” in this city’s red light district of Barangay Balibago.

Mamac also owns and operates several nightspots and girlie bars in Tarlac and Pangasinan.

“Mamac has not denied that,” Cadiang said, referring to Mamac’s operating girlie bars and nightclubs.

“But that (moral issue) hasn’t cropped up between us yet. Our bond has been focused on governance and other issues such as poverty and garbage in the city,” he said.

Asked whether he is merely being used to sanitize Mamac’s reputation as a bar owner, Cadiang said he would be ready to confront the former cop on such moral issues should both of them emerge winners in next year’s local elections.

Cadiang said he was given a “verbal blessing” by Aniceto to work on his dispensation from the priesthood.

Angeles Bishop Virgilio Pablo David confirmed that Cadiang had earlier expressed his “desire to be dispensed from priesthood” but stressed it would not be an easy task.

Father Ed Panlilio took a leave from his priestly duties when he ran and won as governor of Pampanga in 2007.

It was not an easy task for Panlilio, since opinions had been divided on whether he could take leave of his priestly duties while trying to run the affairs of the provincial government.

Other sectors said there is no such thing as “priest on leave,” since a priest could be relieved or dispensed of his religious duties by the Catholic Church even without his consent.

Aniceto earlier stated that there would be no turning back if a priest seeks dispensation of his duties from the Catholic Church, pointing out the original covenant of a priest is with God.

Cadiang said his priestly powers were suspended after he “resigned” from priesthood in 2003.

He recalled sending Aniceto three letters of resignation before the archbishop allowed him to resign.

But without formal dispensation from the Church’s tribunal, Cadiang admitted he could still be legally considered a priest.

Cadiang also admitted that he got married and has two children by that marriage.

DO – Come prepared to have a good time.

DON’T – Think that the Philippines is nothing but a place full of bars and women that will have sex with you at the drop of a dime. The majority of females (including bargirls) in this country are extremely devout Roman Catholics, thus are extremely conservative. Approach the wrong one in the wrong way and you will either have your hands full, or feel like an extreme asshole.

DON’T – With the above in mind, absolutely DO NOT put down Catholicism. Filipino’s are extremely tolerant of many things, but you will lose A LOT of face to them if you insult God or the Catholic Church. I made the mistake ONE TIME of sharing my lack of belief in organized religion and it turned into a 3 hour-long debate with my ex’s uncle. Personally, I could have thought of more constructive things to do with my 3 hours.

DO – Use common sense when walking around. The Philippines is a relatively safe place, especially compared to the U.S. Let me put it to you like this though, would you go down an unfamiliar street in the dark if you were back home? Probably not, so why would you here? The majority of “problems” that you hear about involve a person being in a situation that could have been totally avoided. How many tourists or expats do you hear about being robbed on Fields Ave. or P. Burgos St? Virtually none compared to them take a little adventure that went astray……

DO – Leave the “freelancers” and “pick-up” girls on the streets alone, DO NOT pick them up. Yeah, maybe some could be looking to just get a little extra money, but think about it…if they are “working” for money, WHY aren’t they in a bar?! Underage? STD/VD? Bakla?! All of these could render some serious consequences for you, why try to save the tiny bit of money compared to getting a much safer girl. Be aware that Police in Makati will pickup underage girls and then transplant them on P.Burgos. As soon as she gets a customer, an undercover radio’s another guy that is waiting down the street and THEN YOU ARE FUCKED! I have seen it right before my eyes, trust me Police in Fields Ave in Angeles City have been known to plant underage girls and then bust into your hotel room, catching you “red-handed”. Both of these result in a lot of hassle, a lot of embrrassment and a lot of money.

DO – Always leave a tip for waiters/waitresses, ALWAYS. It absolutely kills me that some foreigners DO

NOT. The only time that I will fail to leave a tip is if the service is absolutely horrid. Think about this, that waitress that brought you food makes P200 ($4) a day!! Even your 20-peso tip will put a smile on her face and she will remember you, thus paving the way to better service in the future.

DON’T – Entertain a vendor unless you are really interested. BELIEVE ME ON THIS. you show the slightest sign of interest and you will be pestered for the rest of your trip. You acknowledge them with more then a “No” or a “no thank you” and they WILL follow you. you have been warned…

DO – If you have a favorite bar, tip the bartender. I do this regularly and my drinks come almost immediately, always in the bigger glasses and never lean on the alcohol. I walk in, they know me by name and my drink is on its way before my ass even touches the chair.

DO – Buy the mamasan a drink if she is being nice to you. I have quite a few here on Burgos that ALWAYS make sure I have exactly what I want and strike up a conversation with me (a REAL one). If the girls see the mamasan has respect for you and likes you (not like that, pervert!) they tend to be more relaxed because “mommy knows best” and you are obviously a “nice guy”. If you live here or are a regular here/plan to stay awhile, your reputation is EVERYTHING.

DON’T – Carry a conversation with a Filipino-male that is “extremely-nice” that you just met on the street. The majority of them want to sell you something, offer a “service”; basically it will revolve around them trying to get money from you. Just walk past them. This isn’t to say ALL are like that, but if you are reading this then you are obviously a newbie, so why take the chance??

DON’T – Think that your shit doesn’t stink. ALOT of us foreigners go to exchange our money into pesos and get a fat stack back. Some then feel that since they have all this money that they can do whatever the hell they want to. Again, your reputation is very important and asshole guys that act like they own the country get NO RESPECT from anyone. Sure, they will take your money and offer you service, but they also talk behind your back when they are away from you.

DO – If you barfine, tip. PERIOD. In Angeles City the girl gets 1/2 the barfine and guys feel inclined NOT to tip them. In Makati and Sabang Beach, the girl gets NONE or VERY LITTLE of the barfine and the tip is pretty much all that she gets. It seems to revolve mostly around European guys. Case in point: Sabang Beach. Many European’s go there and barfine. When the girl is done with her service they don’t tip, which obviously makes the girl rather upset. Now, because of you, some of the Sabang Beach mamasan’s are asking for the Barfine plus the Tip before you take the girl out.

DO – Tip appropriately. Tip too much and you are taken advantage of, tip too little and you are a cheap bastard. P500 in Angeles, P2000-P2500 in Makati, P2000 in EDSA and P1000 in Sabang. You CAN tip more and it’s always good to clarify with the girl before you take her just to make sure. Yes, it turns it into more of a “business deal”, however if you are starting to think money, then you do not like this girl enough to the point where the potentially extra P1000 doesn’t bother you..

DON’T – Listen to every foreigner that you meet. There is a decent amount of people out here that are flat out off their rocker. These days I prefer meeting and talking with Filipino’s in Makati more then a foreigner. Keep people at arms length until you get to see how they really are.

DO – Always be nice, always try to have a smile, and always keep a cool head. Remember that you are not in your country and the concept of “rapid service” flat out DOES NOT exist here. People move slower, lifestyle is slower. Don’t expect things to be the same here as they are in the States. I would refer you back to the tip hint above. Typically after I leave a tip, I will get a regular waitress that will serve me every time

DO – Go to the “Bar-lingo” area to learn a few words. It pays heavily, and the more you learn the language the better your experience will be. On top of that you can create many a good opening lines if you catch the girl talking in Tagalog to her friend saying that you are cute and you respond, “Thanks!” She will be surprised and giggle and it will pave the way to a good time. Be forewarned though, you go overboard with the Tagalog and they will try to talk to you exclusively in Tagalog. So when they ask, “Oh! You know to speak Tagalog”, you better make damn sure that you clarify that you know only a little!

DON’T – Be pressured to get a girl from the mamasan. It’s her job to introduce you to girls. Some guys like this, most DO NOT. Typically I will tell them that I am “window shopping” and they seem to appreciate this because it’s amusing and they know that you are at least looking. Try it, it works.

DO – Always clarify BEFORE you barfine that the girl IS NOT a cherry girl and that she doesn’t have her menstruation. If you find yourself in a bar and it seems that almost every girl there is a cherry girl (or claiming to be), then it should be a hint to you that it’s time to take your ball and go home (read: to another bar). It’s obvious that you are NOT well received here, so you might want to think about what you did wrong.

DON’T – Carry your passport or a large amount of money with you. It’s plain foolish. I know that technically you are required to carry your passport, JUST MAKE A COPY! Remember: you lose that and you are SCREWED. Also, take only the amount of money that you think you will need, leave the rest in the hotel, including your ATM Card. Remember: you lose any of these and your vacation is DONE! Some people are speculative of the hotel safe typically in the room. Personally I put my money in an random pocket in the clothes that I have packed.

Barfine

The traditional term for taking a girl out of the bar is “Barfine”. Recently the alternative phrase of “E.W.R. (Early Work Release) has been used because “barfine” was viewed as being synonymous with sex or prostitution. Bear in mind that prostitution in the Philippines IS illegal!

So what is the point?! you maybe asking yourself (and me). It’s like this: When you pay the EWR/Barfine to the bar, you are essentially paying a FINE to the BAR to compensate for the profits that they would lose for that employee leaving with you. To most people, this means that you would take the girl out, possibly go barhopping and the night would end with sex. Again, prostitution IS illegal in the Philippines, so when she leaves the bar, sex is technically NOT part of the agreement between you and the bar. It’s important to remember that because not all dates end up as the customer would like and often times he will try to get a refund because sex didn’t take place. Again, THAT aspect is between you and the girl so don’t even bother trying to include the bar UNLESS she broke a condition of your date that you previously agreed upon. Your only real chance of getting a refund is if the girl pulls (what we refer to) a “runner”. This means that basically you are out barhopping somewhere and your date asks you to hold on then NEVER returns.

Now, let’s say that you and her have sex after you barfine her. That is considered an event that takes place between two consenting adults and is outside the realm of the bars control. Sounds pretty lucrative, doesn’t it? It’s the law though and people have to follow it and these technicalities.

OK, so let’s be honest with ourselves here and state that you are interested in only barfining a girl that will have sex with you on your date (Hell, that’s the whole point back home anyways, right!). Well, that is something that you need to discuss with her BEFORE you pay the barfine. There are many variables that take place though and you, the customer, would be wise to be clear on all of them. View it as sort of an interview process so that you make sure that your date ends up the way both you and her would like.
First and foremost, we have the phenomenon known as Cherry Girls. These are virgin girls that work at the bar. They are typically easy to spot after your first couple of nights of barhopping. Usually they are interested in only going barhopping with you and/or getting you to buy them ladies drinks. They are the shyer girls you see in the bar and/or they can be door girls. These girls are typically very sweet natured and have not been hardened by the bar scenes yet. However, you should bear in mind that the likeliness of your “date” ending up in the sack with you is next to nill.

Cherry Girls aside, you also have the issue of the girl being on her period, having a boyfriend, being sick (as in cold), having to go to church in the morning, hygiene check the next day etc, etc, etc. Look; simply ask the girl or tell her exactly what you are looking for if you choose to barfine her. Again though, this is between two consenting adults so don’t bother asking the bar to get involved. Sometimes it IS beneficial to tell the Mamasan of the bar what type of date you are looking for and she can point in the right direction as to which one of her employees would make a good date for you.

Now that we have gotten the technical aspect of barfining out of the way, we will move forward on what to do. Hopefully you followed my little advice above and established what you would like to do with her since she went out with you. I typically like to go barhopping with my date and get to know her a little better as well as scope out the scenes in the other bars. Trust me when I say that the girls like going barhopping, and 99% of the time are more then willing to go around with you if ask. If you are hungry, ask her to join you for dinner. Take her to a movie, a disco, the mall; really anywhere you would go on a normal date with a girl. Sometimes these girls are referred to as a G.R.O. (Guest Relation Officer) and technically their job is to show you (the guest) around and have a good time.

At the end of your date (be it that afternoon/evening or the next morning) it is customary to tip her. Now, the art of tipping is HIGHLY debated by certain people but you should bear in mind the local scene that you are in (Angeles City, EDSA, Makati, Sabang) when taking this into consideration. For instance, tipping a girl in Angeles City 500 Pesos for spending time with you is considered a good tip. Giving the same amount in Makati to a girl will get your ass kicked. Remember, you are tipping her for her time showing you around and NOT for sex (prostitution IS illegal remember!), so your tip should really reflect that. If your date ended up exactly as you wanted it to, don’t be stingy.

I find that the easiest thing to do when tipping is to not just hand over the money like a chump and say, Here. Regardless of the outcome, I view it as demeaning to the profession that she chooses and a slap in the face to her. Instead, give her a little hug, slip it into her back pocket and say Thank you. If she has no back pockets, ask where her purse is really quick and slip it in there (be somewhat obvious about it though).

Wondering how this Fields got its name?

I've been wondering how this Fields got its name. It must have been Clark "Field's" since it is adjacent to the southern buffer park from the highway leading to the former military installation.

However, I fancy that it might have been aptly named after W. C. Fields, indeed a very funny and uncanny American comedian of old (1880-1946).

The Pinatubo aftermath and the night club diaspora from Manila under Lim has made it international, putting it back to life after the Americans, with hotels and restaurants mushrooming here and there. So now we get Euros, Swiss Francs, Pound Sterlings, Yens, Wons, etc., making everything quite sky-high expensive (from tricycle rides to housing). On the positive side we get international cuisine and alcohol. I just love dem dar expensive Austrian Schnapps, German weissbier, French wine and Irish Guiness.

This Fields Street (Avenue is an overstatement) does seem to make Angeles City quiet "angel-less", as have been pronounced by American servicemen. The "notoriety" lives on with the new clientele and hosts.

If one can't be a monk here, one's gotta wear protection, considering that its literally a one-way street. Welcome and be of the Best of Health!

Story alone at Fields Avenue

How to write a blog entry about a place that has such an awful reputation as Angeles City in the Philippines? The place is possibly the sex capital of the world, with between 10.000 and 20.000 prostitutes selling their bodies every night. During the time of the U.S. airbase here, as many as 100.000 working girls were offering their services. I had a morning flight the next day from Clark airport just outside of Angeles, and decided to spend the night here instead of crazy Manila and see this place for myself.

I soon realised that accommodation in Angeles is definitely not geared towards backpackers, and after walking around for an hour in the afternoon heat with my backpack looking for an affordable place to crash I finally had to admit defeat. In the end I settled for a hotel far away from the "action", and spent the remaining afternoon enjoying the free wireless Internet by the pool writing the beginning of this blog entry.

And no, before anybody here gets any wrong ideas, I did quite easily resist the temptation all around me, though I do admit that I was curious and went

down to the red light district later in the evening. The main road is called Fields Avenue and is pretty much back to back full of raunchy bars with inventive names like "Coyote Ugly", "Pony Tail" or "Dirty Duck". Young female promoters in short skirts, tight tops and high heels are standing around everywhere, attempting to lure lonely customers into their respective bars.

I went into a few of them, somehow feeling pretty nervous. The scene was roughly the same in all three that I visited: There were maybe 50 scarcely-dressed women in each of them, some of them dancing on stages, most of them looking extremely bored. As one fat American guy I chatted to explained to me they are referred to as "Guest Relation Officers", or GRO, not prostitutes. Funny. On the other side of the spectrum there were the old and/ or fat Caucasian men, clinging to their drinks, also looking bored, or chatting with some of the girls.

Interestingly, prostitution is officially illegal in the Philippines, but that doesn seem to bother anybody here. The guy I mentioned earlier explained the system to me: To get around this tiny legal problem, a customer doesn

actually pay the girl directly for her services. Instead, you pay the bar the girl is working for to get her released early from her shift. This is called a "bar fine". The girl gets a cut from this money and whatever happens next is then the decision of two consenting adults. Quite a clever solution I would say.

Sitting in another bar having an overpriced mango juice I had to think of a movie I saw a while back. In the movie an NGO camera team went around a red light district somewhere in Asia asking the old men with their 20-year old prostitutes questions like "Hello sir, is this your daughter?". Great question, I love it!

I also wondered what impressions the Filipinos living and working here must get about foreigners. Or, on the other hand, what image does all this give foreigners about the Philippines? I can only assume that most of the girls working here do so out of pure desperation with few alternatives available to them in this impoverished country. Then again, it must also be a cultural thing somehow, as I have been to many poor countries here in Southeast Asia, where prostitution was at a minimum. I guess I will never get to the bottom of it, the issue seems just too complex to comprehend, especially by an outsider and foreigner like me.

In the same bar I asked the waitress how much she earns working there. Her salary is 90 pesos per day (by the way, a value meal at McDonalds costs more than what she earns in a day), plus tips if she is lucky. That is about one Euro and thirty cents for a nine hour shift. The dancers, who have to wear considerably less clothes and dance on the stages, get a bit more, 150 pesos a day, about 2 euros. If a girl goes home with a customer, she gets 600 pesos, roughly nine Euros. Most of the girls apparently send the money they earn home to their families, with many of them being single mothers working here to support their children. The waitress I talked to was 27 years old, had four children who are being raised by her parents, and an ex-husband who left her without giving her her any support for raising their children. She has never finished high school (her parents

had no money for that) and she told her family that she is working as domestic helper for a rich family near Manila. I am not sure, but I could imagine that this is a pretty typical story for many of the girls working here.

And to put the above figures into perspective: Before coming to Angeles about a year ago, the waitress I talked to used to work in a factory earning 800 pesos a month, about 12 Euros. This is roughly the amount of money I spent two days ago for a 30 minute boat ride to Taal Volcano and a few biscuits for my breakfast. Here in Angeles, she can make those 800 pesos in a single day if she manages to find a customer who wants to take her home for the night. But even if she only works as a waitress and assuming she gets no tips at all, she still makes about 2200 pesos a month, or 32 Euros, three times as much as she got in the factory. And if she is lucky and finds a customer regularly, she can earn a small fortune compared to her other (non-prostitution) options. Thus is the sad reality.

In the last bar I went to, aggressive girls kept coming up to my table asking if I would buy them a drink. As I gathered they get a commission for every drink a customers buys them. But having ventured far enough into this alien and sad world I soon took my leave and walked back to my hotel through the rainy evening, wondering how many other male foreigners were sleeping alone in their beds that night.

The next morning, I caught a jeepney for the 20 minute ride to Clark airport. It was time to leave the Philippines after three weeks, as my visa was running out. Smart punters ideally alternate one glass of water for every drink consumed, providing their body with extra fluid to compensate for what's been lost. "Some kind of electrolyte solution, such as Gatorade, might be good, too," Siegel suggested.

And remember, what you imbibe may be as important as how much you imbibe when it comes to hangover.
